Don't even need to go to that - just use an ignition rev limiter - the fuel's still getting pumped through the engine but being ignited in the exhaust manifold by the cylinders that had been firing.
That's exactly the same. You retard the ignition, so they fire the spark so late in the combustion cycle, that the fuel has already been pushed out into the manifold.
