Actually he would have to move out of country to get a driver's license and that does not mean Canada because they can access the states criminal driving history. Every DMV is linked with a central database since 911 for felony and criminal offenses relating to motor vehicles and it is linked to his social security number. As soon as he applies for a driver's license in say Nebraska, they will put his SS # into the system as part of the application and his SS # would come back as flagged for lifetime suspension in RI. So he is pretty much screwed any way you look at it. The same goes for reckless and DUI; moving to another state does not make is easier or even possible to get a DL when some states like Maryland have the right to deny a DL to anyone based on their driving history. And to add insult to injury for the poor boy he will never get an insurance carrier to write him a policy or if they did it would cost him thousands if not 10s of thousnads a month for it.
