I think the starters should make sure they are spacing the groups properly and making sure they are not just throwing one group out after the other. I have been to courses in PA and NJ where the starter will take your receipt and tell you all about the course and make sure he points out the difference in yardage from each tee and whether you are going to play from the tee that suits you best. I have been to other courses where the starter does nothing at all. 6 of one, half dozen of the other!
