I have it!

Free bus service for the pensioners too and from the event for all those with a public transport smartcard. Hire a bus from the public transit authority with smartcard reader - bus number can be verified. Have them swipe their cards on and off (as is usual practice) it can be verified these people were on that bus on those times. Record their faces as witnesses.

Disclaimer - may not work with Myki in Melbourne, but other cities have working smartcard systems.
