I am not sure what you can do honestly if they are that bad I would not want to work there at all. Surely she can get a job with animals somewhere else?

But if she just throws her hands up, disgusted, and leaves who will stick around and make sure the animals get better?

I agree with the above suggestions.. I don't like media a lot of the time, but they could make a heck of a story about this and make a difference..
