It really depends on the dogs I would say.
Some dogs don't fancy walking right next to one another, some don't care.

I personally wouldn't use one, but I don't trust myself to hold on to two dogs at once.
I am not very big and I see a case of bad road-rash if both dogs saw a crow or squirrel at the wrong time.
