get one of those big Rubbermaid storage boxes, and cut a hole in the lid. Put kitty litter inside, and your dog will be hard-pressed to get to the munchies within. They sell an expensive version at Petsmart, with little treads on the top to catch the litter.. but the rubbermaid way is quick and cheap.
