Even presuming you aren't being totally ripped off, 50% sounds a lot of import duty for fabric! We import a lot of different stuff on a daily basis and our rule of thumb is around 30% import duty. I'm not even going to pretend I understand it, but import duty is calculated on the type of item and the number of different products in an item. For example, if we import a shovel they work out the duty on the metal and the wood handle.
I think the 50% duty is just my country; Ireland. i have never been charged more than 21% for things i have imported

while i was at work dhl called with a parcel (more christmas presents, an assortment of bolero/ cardigan things) which had a declared value of 30 USD / 22 EUR. the import duty was €16.16: which is 73% The actual value of the order was about £40 though, but there was no way for them to know that.
