According to the daily mail, he put her face into a bowl of water; That's not waterboarding, but I guess it gets more attention if you say "Soldier waterboards 4 year old girl" vs "******* abuses his daughter"

Tabor spoke to a Yelm police officer and said that he and his girlfriend had “held her down on the counter and submerged her head into the water three or four times until the water came around her forehead and jawline.” He said that she was face-up when her head was in the water. He wasn't just pushing her face first into a bowl of water. He was pinning her down to the counter while he nearly submerged her into a sink full of water. The whole "waterboarding" label isn't appropriate, but being pinned down and having your head submerged by a screaming ape who beats you regularly is still terrifying. It's too bad the Mail and others have decided to add a political twist to the story.
